Marsh cites importation statistics from 1871, noting that over $4,000,000 in hemp was imported that year. He declares that to resume our place as a naval power, "we must produce within ourselves all the material required for building and rigging, as well as arming and manning ships of war." An internal textual reference to hemp growing in Missouri suggests this broadside may have been printed there.
