In his speech Foote criticizes a New Hampshire senator for voting against the Resolution of Thanks to Gen. Taylor for Taylor's service to the nation in the Mexican- American War. Foote argues that the senator, who remains unnamed, opposes the recognition of a war hero because of his own intentions to run for President in the upcoming election.
