Jose Mariano Serrano was apparently accused of publishing a dubious political tract called EL MOSQUETERO. In a letter to a friend, printed herein by his supporters, Serrano passionately defends his name. He claims that he was the first to opt for Bolivia's independence. Also includes a letter addressed to Serrano from Gen. Alvarez de Arenales.
