Contains an important overview of the actions in the parishes of Port-au-Prince and Croix- des-Bouquets throughout the perilous situation of 1790, acquiescing to the mother country and declaring loyalty to the King. Announces the formation of parish assemblies, asserting the utility of such governing bodies to the pronouncements of the Crown. An interesting view of the tumultuous political squabbling among Saint Domingue's white population regarding the authority to decree laws on mulatto represenation. This was the incendiary issue destined to spark a massive uprising among the Black population.
