This document was intended to accompany the President's Message of Jan. 19, 1797, not present here. Recounts events leading up to negotiations for a treaty with Algiers, and lists expenditures involved. The U.S. was still in the embarrassing position of paying tribute to Algiers in order to ransom American seamen. This report was evidently originally issued in secret and only to congressmen.
