Washington [Pa.]. 1798. 24pp. Half title. Modern half morocco and marbled boards. Half title discolored, some dust soiling, scattered foxing and staining. Upper corner of first couple of leaves torn away, only slightly affecting "H" in "SPEECH" on titlepage. Else good. Addison, as president of the Pennsylvania fifth circuit county courts, warns of the potential abuse of the rights of liberty of speech and press. He supports the recently enacted Sedition Act of 1798, especially in relation to the impending war with France. This pamphlet was also printed in Albany the same year.
